MINUTES OF THE REGULAR MEETING OF THE
BOARD OF COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY OF WEATHERFORD
HELD ON JULY 16, 2024
On July 16, 2024, the Board of Commissioner of the Weatherford Housing Authority (WHA) met in Regular Session. The meeting was called to order with the following Board members present at roll call:
COMMISSIONERS PRESENT: Terry Hughes, Austin Haye, Steven Martin, Mary Lou Curry, and Doug Jefferson
COMMISSIONERS ABSENT: April Leppla, Ashleigh Herron
ALSO PRESENT: Rosie Muciño, Executive Director
Kathryn Meroney, for Recording Secretary Montgomery
Chairperson Terry Hughes opened with a moment of silence.
Chairperson Terry Hughes called the meeting into Regular Session at 5:33 p.m. and certified that “The Provisions of Section 551.04 Sub Chapter C, Government Codes as Amended by the 73rd Legislature having been complied with in connection with public notice of this meeting and a quorum is present.”
No one was present for the Open Forum.
Commissioner Steven Martin moved to approve the Regular Minutes of June 18, 2024, as presented. Commissioner Austin Haye seconded the motion. Motion carried unanimously.
Audit Report presented by CPA, David Boring, of David Boring, Boring & Co., CPA’s. Commissioner Mary Lou Curry moved to approve the Audit Report as presented. Commissioner Doug Jefferson seconded the motion. Motion carried unanimously.
Financial Reports presented for April 2024, May 2024 and June 2024, Commissioner Austin Haye moved to approve the Financial Reports for April 2024, May 2024 and June 2024 as presented. Commissioner Steven Martin seconded the motion. Motion carried unanimously.
Chairperson Hughes presented Resolution 2024-05 Consent to Action Policy for bank account ending 4905, unrestricted funds with a motion from Commissioner Steven Martin and a second from Commissioner Mary Lou Curry. Motion carried unanimously.
Chairperson Terry Hughes presented Resolution 2024-04 Procurement Policy. Commissioner Doug Jefferson moved to approve the Resolution as presented. Commissioner Steven Martin seconded the motion. Motion carried unanimously.
Chairperson Terry Hughes presented Resolution 2024-06 updating signatures for all bank accounts. Chairperson Terry Hughes moved to add Commissioner April Leppla’s signature to all bank accounts along with the current authorized agents Terry Hughes, Rosie Muciño, Mary Lu Curry. Commissioner Mary Lou Curry seconded the motion. Motion carried unanimously.
Executive Director, Rosie Muciño, presented the Daily Activity Report for June 2024.

Administrative: WHA will be sending staff for training to be updated on the changes by HUD for calculations, and inspections. The implementation date is January 1, 2024, for the Housing Opportunity through Modernization Act. The Single Audit has been completed by Boring and Co. CPA’s.
Community: WHA will be participating in a fair with the Work Force Agency on July 31, 2024, and will also have a booth at the back-to-school fair at North Side Baptist Church on August 3, 2024.
Commissioners identify future agenda items.
Chairperson Terry Hughes adjourned the meeting at 7:05 pm with a motion from Commissioner Steven Martin and a second by Chairperson Hughes.
